The British police in Liverpool, England, have relented in their earlier safety precautions and allowed singer, Justin Bieber, to go out onto the balcony of his hotel and wave to his fans that came out to greet the teen star. The Bieber flashed his pearly whites at his admiring audience and thanked them for coming out.   

The police in Liverpool also denied TMZ's earlier claims they said they would arrest Bieber and members of his management team, if he went on the balcony and it incited a riot (Justin Bieber Causes Fan Frenzy In Liverpool, England).
