Human error: The national adoption agency has apologised after calling those who oppose gay adoption 'retarded homophobes'

Last night, the British Association for Adoption and Fostering blamed 'human error' for the insult, published in an advice guide and in its newspaper.

Chief executive David Holmes said: 'We deeply regret the use of the word "retarded" and apologise for any offence that it has caused.

'The use of this word is unacceptable in any circumstances.' The state-subsidised organisation said it would pulp the first 100 copies of the guide and amend future versions.

'Retarded' is a word banned by the Civil Service and avoided by disability charities. Ismail Kaji, of charity Mencap, said: 'It is unacceptable that a state-funded agency is using such outdated discriminatory language.'
