Why Is It So Easy To Commit Medicare Fraud

As a citizen, when one applies for Medicare or Medicaid, the government makes one jump through hoops, dragging out the process, as along and as tediously as possible. Yet, I've noticed, over the past year, many and I do mean many, headlines about Medicare fraud arrests, of healthcare providers.

I have read enough headlines in a year to constitute $1 billion in Medicare fraud, with Florida clearly being a hot spot for this unlawful conduct. Why was the past administration so lax in this area of finance, wasting bucket loads of taxpayer money. Why is it so easy to commit Medicare fraud.
